With an estimated population of 34,111, Chelmsford is part of both the Lowell area and Greater Boston. In fact, Chelmsford was originally incorporated in 1655, and the town of East Chelmsford eventually broke off to form Lowell. For much of its history, Chelmsford’s economy centered around farming, lumber and rock quarries, but it was later transformed by the Industrial Revolution. One notable result is that Chelmsford has its own soft drink -- Chelmsford Ginger Ale, now made in neighboring Tewksbury. Chelmsford has a low crime rate, but Chelmsford and many of its neighbors use the Lowell District Court when they have business with the state legal system. That court is at 41 Hurd Street in Lowell.

From there, follow the highway into Boston and exit at Government Center, exit 24A. Turn left at John F. Fitzgerald Surface Road, turn right onto State Street and turn left onto Congress Street. The office will be to your left. You can also take the Lowell Line south from North Billerica to North Station and transfer to the Orange Line subway. Get off at State Street and it’s a short walk to Congress Street.
